Council approves transfer of retail liquor license to Yellowstone Beverages LLC for downtown location

The license transfer was approved in a public hearing; the transfer will be issued in a non-operational status and Yellowstone Beverages will have one year from the transfer date to make the business operational and obtain a certificate of occupancy before the license may become operational.
Why it matters: The council’s approval keeps a retail liquor license downtown and clears a step for a multi-floor redevelopment project that the applicant says will include a gallery, beverage retail, a café/bar and event space that the applicant intends to use in part for nonprofit and community events.
Colin Simpson, representing the applicant, told the council the license currently held by Michelle Prevost (doing business as the proprietor on Twelfth Street) would be moved “back downtown to Main Street.” Simpson said the building owner and sole member of Yellowstone Beverages LLC, Baron Collier, envisions a first-floor retail/gallery and café with a bar in the back corner and additional event and kitchen space on the second and third floors. Simpson said, “we think it’s very important that that that liquor license that retail license remain downtown.”
City staff noted several conditions and licensing requirements. Cindy (city staff) said operational status requires the establishment to be open at least one day per week for a minimum of four hours; seasonal licenses must operate a minimum of three months per year. Cindy also said the transfer would carry a $100 transfer fee and the upcoming renewal process would include a $1,500 renewal fee. A certificate of occupancy is required before the license may be used in an operating capacity.
Council member McIsaac moved to approve the transfer of ownership and location of the retail liquor license to Yellowstone Beverages LLC; the motion was seconded by Council member Shreve and the council voted to approve the transfer. No public comments opposed the application.
Council and staff flagged that the building is not yet finished and that operating hours and final uses will be clarified during licensing and the certificate-of-occupancy process. The applicant indicated intended first-floor hours typically would be Thursday through Sunday, 12 p.m. to 8 p.m., with additional seasonal adjustments when the third-floor event space opens.
The council action transfers the license to Yellowstone Beverages LLC and records the conditions described by staff; further municipal approvals (certificate of occupancy, renewal) remain required before alcohol sales may begin.
