Beaumont council OKs ordinance language to regulate lift stations and force mains

The Beaumont City Council on March 18 voted to waive the first full reading and add a new section to the Beaumont Municipal Code, chapter 13.08, establishing provisions for lift stations and force main facilities.
Council members heard a presentation from Kenyon Potter, wastewater principal engineer, who said the proposed code language was intended to tighten requirements for lift stations and help guide developers. "Right. We definitely have standards, so standard bonds and, stand general standards, that go in great detail on what's required," Potter said, adding that the standards allow flexibility on brands while defining functional requirements.
Council discussion focused on reducing long-term maintenance costs and whether the code should require standardized equipment sizes. One council member said the changes represented "a lot of forward thinking" and sought clarification about whether the code specifies particular pumps or generators. Potter responded that detailed technical specifications are kept in the city's standard specifications and will be posted on the city's website.
After concluding the public hearing (no callers registered), a council member moved to waive the full reading and approve the ordinance by title only to add the new section 13.08.0.415 (lift station and force main facilities) to the municipal code; another council member seconded. Roll call recorded affirmative votes from "Council member Ken," "Council member Martinez," "Council member White," and "Mayor Chris Hemmoy." The motion carried on that roll call.
The council did not receive public comment during the hearing. Potter and staff noted they would publish the detailed equipment standards online for developers and the public.
Short-term next steps include posting the technical standards to the city's website and incorporating the new code section into permit and plan-review processes. The ordinance language approved on March 18 will return for any additional readings or administrative finalization as required by municipal procedure.
