Commission recommends $4.20-per-game adult softball fee increase and three-year officiating contract with GSSA

Recreation Superintendent Matt Lishman outlined staff’s recommendation to raise the adult softball team registration fee by $4.20 per game for a 10-week season, bringing the proposed total to $776 per team. Staff said the increase is intended to cover rising costs, including a minimum-wage increase to $16.50 per hour and a travel show-up fee charged by the contracted officiating association.
Under the proposed agreement, GSSA would supply umpires for Placerville adult softball. GSSA representative Carl Clark told the commission his organization already staffs many outlying agencies and requires a $25 per-night travel fee for assignments outside core service areas — a fee City staff said previous providers did not charge. Staff presented a cost analysis showing projected additional expenses of about $3,166 and projected additional revenue from the fee change of $3,192, a $26 net surplus.
Commission discussion touched on assignment logistics, the travel fee’s application even when an umpire lives close to the park, and the breadth of program costs (scorekeepers, equipment, field maintenance, lighting and supervisory staff). Clark said GSSA maintains a regional pool of about 80 umpires and has centralized screening and training; he told the commission the travel incentive reduced last-minute cancellations in remote locations.
After discussion, a commissioner moved staff’s recommendation and the commission approved it by voice vote. The motion directs staff to forward the recommendation to City Council and to authorize the Community Services director to execute the three-year contract with GSSA if Council approves the fee.
Staff said the recommended fee increase would be presented to City Council for final adoption; the commission’s role was advisory. The packet compared Placerville’s proposed 9-week regular-season schedule plus playoffs with nearby cities’ schedules and noted a typo in the comparison chart: Folsom does not charge a travel fee.
Commissioners and staff emphasized the program remains competitively priced relative to nearby jurisdictions and that the fee covers nine regular-season games plus a tenth playoff week.
