The leadership selections followed. Commissioners nominated Commissioner Windle for chair and Commissioner Lynn for vice chair; both nominations were seconded and approved by voice vote. Commission staff read a letter from Commissioner Michael Potter, who was absent, stating he cast his support for Windle as chair and for Pitchley as vice chair in writing.
Commission members said the changes are intended to maintain continuity for commission work and provide support to staff. The new chair and vice chair will assume the regular responsibilities for running commission meetings and providing direction to staff on recreation programs and parks maintenance. No additional formal actions were taken in the meeting related to the appointments beyond the confirmations and votes.
The commission did not record a roll-call tally in the minutes beyond unanimous voice approval; the meeting record shows a quorum was present and Potter was absent but submitted a written statement read into the record.
The commission packet noted that nine applicants applied for the open commissioner seat and that Pitchley had relevant parks and recreation experience, including 33 years working in parks and recreation and local management roles. Pitchley said he has lived in the area for just over three years and described his interest in volunteering for Placerville after a career in nearby jurisdictions.
No additional personnel items were scheduled for final action; staff said the commission may revisit roles and duties as needed during the year.
