Encinitas staff previews draft Climate Action Plan; commissioners press for cost analysis

Lampkin said the draft uses 2016 as the baseline year and reports a communitywide inventory of about 381,000 metric tons of carbon dioxide equivalent in 2016, with on‑road transportation identified as the largest emission source. He said the draft retains the plan’s existing 2030 target and adds a longer‑range 2045 goal; the proposal sets the 2030 target at 40% below the 2016 baseline and a 2045 target at 85% below the 2016 baseline.
