Palo Alto advances project-management plan for Churchill, Meadow and Charleston grade separations

PALO ALTO, Calif. — City staff and Caltrain presented a draft project-management plan on March 18 for advancing preliminary engineering and environmental documentation for planned grade separations at Churchill Avenue, Meadow Drive and Charleston Road, saying they expect to reach 35% design and environmental clearance by the end of 2027.
The plan, which Caltrain is leading under a cooperative agreement with the City of Palo Alto, lays out procurement of a general engineering consultant, independent cost estimating, an outreach schedule and quarterly risk workshops. Jill Gibson, the project program manager with Kimley‑Horn, described the plan as “a living document” required by the federal funding agreement and said it will guide deliveries, reviews and the project’s quality program.
City and agency officials said the project carries significant implementation risks because it depends on federal and state approvals and additional funding. Shripan Bhatia, senior engineer with the City of Palo Alto Office of Transportation, told the committee the cooperative agreement was signed in mid‑January and that Caltrain will hold the contracts for the near‑term technical work while the city remains the project sponsor.
Caltrain and city staff described the near‑term schedule and procurement steps: a live solicitation for a general engineering consultant (GEC) released in early March with proposals due March 26, a planned GEC kickoff in mid‑May, and a series of decision points in 2025–26 to refine alternatives and select which options to carry forward. Jill Gibson said the team will refine concept alternatives this year and return to the Rail Committee and City Council to seek direction before advancing to 15% and later 35% design.
Funding and early deliverables were detailed. The team said the project budget for the planning phase is $20 million, comprised of $14 million in VTA Measure B funds and $6 million from a Federal Railroad Administration rail‑crossing elimination grant. Gibson and Caltrain staff emphasized that the federal grant is reimbursement‑based: the city must spend then seek reimbursement under the grant rules.
The presentation described two cost‑control measures the team will use: (1) an independent cost estimator, separate from the design team, to provide contractor‑style pricing; and (2) recurring risk‑workshop reviews to identify, score and mitigate schedule and cost risks. Edgar Torres, a Caltrain technical lead on the project team, said the team intends to develop digital models (sometimes called “digital twins”) as the design matures to simulate constructability and sequencing.
Community members and parents pressed elected officials and staff about safety, timing and property impacts during extensive public comment. Michelle G., a Seal Avenue resident, said of a proposed Seal Avenue tunnel alternative: “In the proposed plan, I'd see the wall of the tunnel going through the center of our street because we'd lose the trees on both sides,” and warned the changes would affect driveways and on‑street parking. Multiple commenters voiced concern about how bicycle and pedestrian circulation would work near schools; one resident said hundreds of students use the Churchill crossing each day and questioned how an underpass would manage peak flows.
Several residents and committee members also pointed to recent deaths on the tracks and urged faster action. City staff and Caltrain acknowledged there are near‑term safety measures being pursued separately from grade separation work, including fencing upgrades, sensor systems and a planned quiet‑zone process; those measures are intended to reduce immediate risks while the larger engineering work proceeds.
City staff outlined next public‑engagement steps: a community outreach meeting tentatively scheduled for April 16 at City Hall to discuss Churchill, Meadow and Charleston conceptual plans, and other neighborhood meetings and open houses tied to milestones in design. Jill Gibson said the program will include neighbor outreach, a project website, surveys and community workshops intended to inform decision points.
Committee members pressed staff on timing and scope. Council member Lydia Lytton Hames (spoke as Council Member Leifcott Hames in the transcript) and others said they had expected a more rapid advance when the council selected locally preferred alternatives in June 2024; staff clarified the June 2024 direction asked for additional refinement and that selecting which options to advance into more detailed design remains a formal decision point in 2025–26. Staff briefed the committee that the process to obtain CPUC and FRA concurrence, required permits and the federal notice periods together make quiet‑zone and crossing work dependent on external agencies and therefore multi‑year efforts.
The project team will return to the Rail Committee at the next meeting to introduce the selected GEC and present a fuller outreach plan; major decision milestones on which alternatives to advance are planned through 2025–26, with the team aiming to complete 35% design and environmental documentation by the end of 2027.
Why it matters: grade separations would alter traffic, property access and neighborhood character while addressing rail safety and mobility across the corridor. Staff and Caltrain emphasized the work is intended to balance safety, mobility and property impacts while aiming to control cost‑overrun risk through independent estimating, risk workshops and staged decision points.
