Committee backs 2024 general plan annual progress report, advances Salinas 2040 update to council

The Salinas Housing and Land Use Committee voted to approve the citygeneral plan 2024 annual progress report and to forward it to the city council for submission to the state.
Grant Leonard, a city staff member who presented the report, said the annual progress report "is required annually by the state of California" and that the document will be brought to the full council for consideration the following week. The presentation summarized public works improvements, park and library projects, streetscape and transportation work, and early outreach on the Salinas 2040 general plan update.
The committee heard that public-works accomplishments in the last year included new bicycle facilities on East Market Street, sidewalk maintenance and lighting repairs, crosswalk safety improvements and continuing work on Fire Station 1 renovations. The presentation also highlighted neighborhood park projects at Steinbeck, Ensign Community Park at Carr Lake, Cesar Chavez Park bathroom rehabilitation, and other park revitalizations.
Staff described outreach conducted for the general plan update, including a "land use month" that distributed about 3,000 mailers and hosted online working sessions. Lisa Brinton, community development director, said the economic development stakeholder group guiding parts of the update includes the Salinas Valley Chamber of Commerce, the Monterey County Business Council and the Salinas Unified Business Association, and about 15 to 20 individuals representing those groups. Brinton said the group has offered to meet monthly given the work program.
Committee members asked for broader stakeholder representation. Council member Sandoval said he would like a more transparent process for who can join the economic development group, and he urged adding the workforce development board to early outreach. Brinton said the workforce board was not yet part of that committee but staff intends to expand stakeholder engagement over time.
On schedule, staff indicated the public draft of the general plan update and an environmental impact document will be prepared in the second quarter, with environmental review released and commission hearings in the third quarter, and a target of bringing the plan to council for adoption by the end of the year.
The committee approved a motion to forward a council resolution approving the 2024 annual progress report and allowing submission to the state. Council member Sandoval and Council member Barajas voted aye; no other votes were recorded in the transcript. The motion passed.
