Representative Hall II, who brought the memorial, told the committee he sought the study after learning that the academy has sustained persistent instructor turnover for decades. "We just have had this problem," he said, recounting conversations with the academy director and his own experience as a graduate of the academy in 1990.
Hall said he initially drafted a bill but converted it to a memorial to allow a study by the Public Employees Retirement Association (PERA). He introduced Anna Williams from PERA as an expert available to answer questions.
There were no public comments for or against the memorial. Representative Block moved that the committee give the memorial a due pass; a vice chair seconded the motion. The chair announced the motion carried with no opposition.
The due pass sends the memorial on the committee process for further consideration; the memorial requests that PERA and other stakeholders study whether existing retirement benefits for academy instructors contribute to turnover and, if so, identify policy options.
Representative Hall II and PERA staff said they were available for follow-up questions as the study proceeds.
