JFAC adds $250,000 and three FTEs for EMS transition to Military Division

The Joint Finance Committee approved $250,000 in personnel funding and three full-time equivalent positions for the Military Division’s management program to support the statutory transfer of emergency medical services from the Department of Health and Welfare.
For the record, Frances Lippett, budget and policy analyst with Legislative Services, told the committee the action continues prior committee work to provide a trailer to House Bill 206. “Yesterday the committee acted to transfer emergency medical services from the Department of Health and Welfare to the military division,” Lippett said. The funding before the committee would provide personnel support and three FTEs to the military management program, which handles administrative, fiscal, human resources and procurement functions for the division.
Representative Price asked why additional positions were needed after the transfer. Lippett said the Department of Health and Welfare has a larger support staff “by virtue of economies of scale” and that the military division — with fewer total staff — will need dedicated positions to perform procurement and administrative tasks previously handled by Health and Welfare. Lippett said the military division has roughly 435 positions compared with about 3,000 at the Department of Health and Welfare, and that when fully staffed the military division would end up with one more FTE than were removed from Health and Welfare in this transfer.
Senator Burkey moved the funding provision and Representative Galaviz seconded. Senator Bjerke spoke in support, calling the change part of a broader effort to reorganize the state’s EMS structure. The motion passed on a committee vote recorded as 16 ayes and 4 nays and will move forward with a do-pass recommendation.
Committee members were told the funding is intended to cover personnel costs associated with the administrative transfer; Lippett said the positions are intended to pick up procurement and other administrative responsibilities no longer available from the Department of Health and Welfare.
