County staff recommends five candidates to join Housing Advisory Committee; appointments to be considered at next board meeting

At the March 18 work session, Washington County housing staff presented recommendations to fill five vacancies on the county’s Housing Advisory Committee and summarized the recruitment process.
Assistant Director Jill Chen said the committee has 15 seats — four at‑large and the remainder representing disciplines such as real estate, development, construction, banking and social services — and that five positions were open (two at‑large, one veterans position, and one finance position among them). Staff reported they received nine applications and interviewed five candidates.
Chen recommended appointing the following candidates to the Housing Advisory Committee: Chris Aiosa (identifies as a veteran with experience in public administration and nonprofit management), Paul (last name not specified in the briefing; described as having urban architecture training from UC Davis and capital investment experience with the National Affordable Housing Trust), Lehi Li Kuai (loan officer at MAPS Credit Union who volunteers with Microenterprise Services of Oregon), Chrishell Lucas (supportive services and behavioral health program director at Forest Grove Foundation and has lived experience with housing instability and foster care), and Deborah Walton (works with adults with behavioral disabilities and has experience in Beaverton School District special education).
Chen thanked committee leadership and staff for recruitment support and said the appointments will be placed on the board’s action agenda in approximately two weeks for formal consideration. Chair Catherine Harrington and other commissioners expressed appreciation for the candidates’ backgrounds and asked whether members must live in Washington County; staff confirmed there is no strict residency requirement and noted two recommended candidates do not live in Washington County.
The recommendation is a staff action at this point and the board has not yet voted. Staff said a matrix of applicant information was provided in the board packet and that the formal appointments will be brought to the business meeting for a vote.
Chen invited questions from commissioners and closed the presentation after clarifying timing for the appointment vote.
