Summary
After a second public hearing with no public commenters, the Board adopted Ordinance 15.13 to update nuisance control and civil violation procedures, including enforcement and penalties for weed control violations.
Klamath County commissioners adopted Ordinance 15.13, updating County Code chapters 401 (nuisance control) and 800 (uniform civil violation procedures) to streamline enforcement and revise penalties related to nuisance and weed control violations.
The board held a second public hearing on the ordinance. A county staff member summarized the change as an effort to make penalties more effective: "It's increasing the fee to make the inducement actually work. Currently, the fine is the cheaper option rather than dealing with the weed problem. So it's a fix to actually induce the individuals that are violating the code to fix their violations." (staff)
The weed control officer was not present at the hearing. No members of the public provided testimony during the hearing. After the hearing, the board moved to adopt the ordinance; the motion carried on a voice vote.
According to the staff report read into the record, the updates are intended to clarify procedures for issuing citations, filing liens and imposing penalties, and to strengthen enforcement provisions for obnoxious weed control. The ordinance becomes county policy for civil violations and nuisance enforcement procedures and will be implemented by the department responsible for nuisance abatement and code enforcement.
