The House Rules and Judiciary committees reported printing and referrals for a series of introduced bills (for example, House bills 4-11 and 4-12 were printed and referred to local government and revenue and taxation committees, respectively). The State Affairs Committee transmitted its report on pending administrative rules and recommended approval of most pending rules with identified exceptions.
Committee of the Whole and general orders: The committee of the whole considered several items including House Joint Memorial 2 (energy), House Bill 3-87 (windmill bonding), and Senate Bill 10-73 (municipal corporations). The committee adopted an amendment to section 1 of SB 10-73, and the committee reported the bill back with amendments for first reading. House Joint Memorial 2 and House Bill 3-87 were reported as progress and will appear on future calendars.
Third-reading calendar actions and other roll calls: In addition to the individual bills covered in separate articles, the House approved the following on third reading as recorded on the floor: Senate Bill 10-24 (floor read and passed 68-1 with one absent/excused), and multiple enrolled House bills were reported to the governor or returned to committees as recorded in the clerk’s messages. The House also took unanimous-consent actions to reorder the third-reading calendar and to hold remaining bills on the calendar for one legislative day.
