Commissioners discuss Bayview dock permit, liability release and one-year interim arrangement to restore access

Kootenai County commissioners and staff on March 18 discussed steps to complete and permit a rebuilt dock at Bayview, and they signaled support for a short-term arrangement to restore public access while longer-term lease terms are negotiated.

Commissioners heard that the dock construction is roughly 80–90% complete but awaits decking and pile-driving work. Director Nick Snyder said the decking supplier estimated delivery in the last week of March or first week of April and that county staff could install the decking within a week; he said the county then would be dependent on a pile-driving contractor and water levels that are closer to summer pool. “In a perfect world before Memorial Day,” Snyder said, the dock could be finished if scheduling and permitting go smoothly.

Snyder also told the board that the Lakes Highway District must grant authorization for the installation; once that authorization is in place, Idaho Department of Lands (IDL) typically requires a 30-day processing period for the permit. “So we certainly, the sooner is the better,” Snyder said, adding he would seek a variance from IDL to shorten that period if possible.

Commissioners described a recently circulated release-of-liability document and discussed whether the county could accept a conditional permit or a one-year interim arrangement so the community would not miss the boating season while longer-term lease terms are negotiated. One commissioner said a one-year arrangement would buy time to consider a longer lease without placing the community in a holding pattern. County staff said they would forward the liability release to legal and attempt to have it approved by 2:00 p.m. the following Tuesday so Lakes Highway District could proceed with the permit.

Members of the public urged prompt action and raised related concerns about restroom maintenance and fee-enforcement at the boat ramp. Gary McDonald and Norma Jean, speaking for Bayview, asked commissioners to direct staff to report on restroom maintenance costs and options and to consider enforcement or signage to encourage payment of launch permits. Calvin Nolan, representing local angling groups, asked the county to consider temporary safety improvements for upcoming fishing events.

No formal lease or long-term agreement was approved at the meeting. Commissioners agreed to pursue the release-of-liability review with legal, coordinate with Lakes Highway District and IDL, and consider a workshop with Lakes Highway District representatives to discuss longer-term management and potential lease terms.
