Kootenai County commissioners approve routine purchases, policy updates and payables in March meeting

Kootenai County commissioners on March 18 approved a slate of routine administrative items, including equipment purchases, surplus disposals, contract renewals, vehicle purchases for local law enforcement, and revisions to the county personnel policies.

Highlights included awarding a bid for a high-track waste-handler dozer to Western States Equipment (Caterpillar) with a final purchase price after trade-in of $1,046,588.50; approval to surplus a recycle truck (asset 4661) and a D8N dozer (asset 1846) to be traded toward the new purchase; acceptance of an addendum to the county's inmate phone and video visit contract to move juvenile detention services to Consolidated Telecom Inc. at no cost to the county; and renewal of a consulting services agreement with Alliant Insurance Services beginning April 1, 2025. The board also approved payables for March 2025 totaling $1,768,082.23 plus $4,366.98 in jury panel payments.

Commissioners approved purchase of two Ford Explorer police-package vehicles for the City of Hayden law enforcement contract (vehicle cost cited at $90,500 total) and vehicle upfitting by a local vendor (upfitting cost cited at $62,627.52). The board approved a lender acknowledgment for AAL-20 20 5-100 related to Northway Aviation LLC, and granted a permanent easement request for the Hayden Area Regional Sewer Board to install and service an air vault on airport property.

Human resources items included adoption of a revised holiday policy (policy 3-12) and incorporation of multiple personnel policy manual revisions (policies 3-11, 3-13, 3-20.2, 3-20.4 and 3-50). The board also approved a surplus of a 2004 Chevrolet Trailblazer (asset 4311) from Community Development and accepted the LATCF annual report required by federal authorities.

No votes failed; motions were recorded as passing with aye votes from Commissioner Eberlein, Commissioner Duncan and Chair Metari on the record.
