Garrett said the Texas Veterans Network, launched January 2023 by Combined Arms under a prior award, provides statewide referral services for veterans, including help with benefits, career and education programs, legal and financial referrals, and basic needs such as housing and food. At its Aug. 20, 2024 meeting the commission approved an exceptional item seeking general revenue funding for the network; staff recommended a contract extension using WIOA statewide funds to continue services without interruption.
Staff recommended using $425,000 of WIOA statewide funds for a five-month contract extension with Combined Arms to maintain TVN operations until appropriations are finalized. A commissioner moved the recommendation and a second was recorded; the motion carried.
The commission’s action directs staff to execute the recommended extension; the presentation did not specify the exact contract amendment language or the vendor’s detailed performance measures for the extension period. Garrett offered to answer commissioner questions during the meeting; commissioners had none.
