The Boone City Council opened and reviewed two written offers and public-support letters for city-owned property at 117 West Ninth Street and agreed to hold a public hearing on April 7, 2025, before taking a final sale decision.
Council members read a support letter and a formal purchase offer from Andrew and Kristen Pebbles, who requested the lot to build a fully accessible, zero‑entry home for their son and offered $20,000 at closing. The Pebbles’ letter described prior work with local case managers, prepared house plans and an intent to begin construction in April and move in late summer or early fall if approved.
The council also received a purchase offer from Julie Lynn Espinosa for $18,200.30. The council indicated it would consider multiple factors, not solely the highest dollar amount, including proposed construction timelines and community benefit. Several council members said they would like the sale process refined for future property sales.
Council consensus was to include both price and proposed construction duration in the evaluation and to take up the sale after the April 7 public hearing, when members will accept public comment and consider a final action.
Support letters for the Pebbles included one read by the mayor from Joni Thymieson and an emailed endorsement from Brad Vogt, both noting community support for the family’s plan to remain in Boone and to build an accessible home.
