Adams County approves $1.4 million contract for first-responder vehicle equipment

County staff said Bearcom was the only vendor to respond to a public RFP and has provided equipment and installation services for county vehicles for several years. Lead Operations Manager Mike Gutierrez presented the contract to the board and recommended award based on the company’s experience with the county’s required equipment configurations.
Commissioners asked for budget and volume details during the presentation. Staff clarified the $1.4 million figure is a not‑to‑exceed amount for the initial two‑year contract; the county estimates roughly $700,000 per year but said actual spending may be lower. Gutierrez said the work will cover planned vehicle builds in the county fleet: about 24 builds in 2025 and about 26 builds in 2026.
A commissioner moved to approve the resolution as presented; the board voted 5–0 to adopt the resolution. The contract will be issued to Bearcom as a two‑year agreement with the not‑to‑exceed limit described above.
The contract award is administrative in nature; staff said Facilities and Fleet Management will oversee the purchase, installation and invoicing, and will monitor the work and costs against the not‑to‑exceed amount.
