Toledo Municipal Court asks council to appropriate $400,000 for clerk computerization after state law change

Representatives of the Toledo Municipal Court asked council on March 18 to appropriate $400,000 to the court’s Clerk Computerization Fund after a change in Ohio law altered who approves expenditures from that fund.
“Prior to October of last year, the Ohio Revised Code said that the judges issued an order for the expenditure of this fund. Last October, the law changed and the funding authority now appropriates this fund,” said Alex Jubilant of the clerk’s office; he was joined by colleague Elizabeth Lyons.
Jubilant distributed a handout outlining two decades of technology investments made with the fund and told council the appropriation request covers planned modernization work. The presenters asked for suspension of the normal rules (SEP) so council can act on the appropriation in a timely way.
Council did not record a roll-call appropriation during the agenda-review remarks. Presenters said they were available to answer questions and requested expedited consideration because the change in statute shifts the approval path from judicial order to legislative appropriation.
