Board approves temporary gravel lot for Post Consumer Brands construction; company commits to reclamation

The Jonesboro Board of Zoning Appeals on Oct. 27 approved a temporary gravel-lot permit for Post Consumer Brands at 5800 CW Post Road to be used during an on-site construction project.
Rick Comer of Burns & McDonnell, representing Post Consumer Brands, told the board the company submitted a Stormwater Pollution Prevention Plan (SWPPP) to the State of Arkansas and that Burns & McDonnell would be the permit holder. Comer said the plan includes required soil erosion controls and that the company will reclaim the lot and restore vegetation to the state-required 70 percent cover as part of project closeout.
Board members asked about the duration; Comer said the temporary lot was expected to be in place through the construction period, roughly a year, with project completion anticipated by March of the following year. The company committed to removing the temporary gravel lot before a certificate of occupancy for the construction is issued.
A motion to grant the request for the construction-period gravel lot passed on a roll call: Miles, yes; Bailey, yes; Capels, yes. The board noted the company had submitted the SWPPP and soil erosion control plan as part of the meeting packet and that Burns & McDonnell would remain the permit holder for the temporary activity.
Planning staff will track the permit closeout and verify revegetation prior to issuing final approvals.
