McKinney EDC authorizes 182.624-acre land purchase, approves Project Bayou and Project Sparky; accepts January financials

The McKinney Economic Development Corporation board on March 18 authorized the purchase of a 182.624-acre tract in the R.H. Locke survey (abstract 517) in Collin County and approved two economic development projects identified in the meeting as Project Bayou and Project Sparky, following an executive session. The board also accepted January 2025 financial statements and received reports on marketing, incentives and compliance.

The land purchase motion — which authorizes closing on the 182.624-acre tract and directs the MEDC president to execute related documents, including any required interfund loan with the City of McKinney — passed after executive-session discussion. The interfund loan was described in the motion as having a maturity date corresponding to funding from the MEDC's authorized bond issuance for the land purchase.

Why it matters: The vote clears a significant step toward acquisition of a large parcel that the board intends to hold for economic development and ties funding to the MEDC's planned bond issuance. The meeting also advanced two projects whose substantive terms were discussed in executive session and therefore were not disclosed in open session.
