The committee voted to move Sen. Parker's bill directing the state energy planning board to study time frames for replacing or upgrading battery energy storage systems (bill 24-84) to third reading. It also moved bills on heavy distribution center code requirements (41-91) and a microgrid feasibility study (S.6171-A) toward further consideration; S.6171-A passed unanimously and will go to third reading. The committee sent the Just Energy Transition Act (S.5111, sponsored by Sen. Barker) and a bill directing NYSERDA to develop an electric-vehicle fast-charging implementation plan (S.5189, sponsored by Sen. Comrie) to the finance committee.

He expressed concern about the scale and cost of energy storage the state may require, citing a figure he had seen for battery buildout in the trillions of dollars and saying typical lithium-ion battery systems now last about eight to ten years before replacement is needed.
Committee members pressed Ellenboge on several points: whether methane increases are driven primarily by fossil fuels or biological sources (he cited a NOAA analysis suggesting a significant microbial contribution to recent methane growth), the lifespan and fire-safety risks of lithium-ion storage (he referenced fires at Moss Landing and other incidents), and the timeline for scaling alternatives such as carbon capture, small modular reactors and other high–energy-density options. Ellenboge said retooling existing plants to combined-cycle operation could cut emissions 30–40% immediately by improving efficiency, and pairing combined-cycle plants with carbon capture could yield larger reductions while maintaining high capacity factors.
Several senators warned that the committee must balance statewide climate goals with reliability and affordability. Members noted concerns about workforce shortages (electricians, transformer supply constraints) and stressed the need for empirical modeling to evaluate whether proposed technology mixes will meet the CLCPA targets without causing shortfalls or disproportionate rate impacts.
The committee chair and members emphasized that the Just Energy Transition Act is intended to create planning capacity rather than to mandate immediate plant closures; Parker said the bill tasks NYSERDA to develop plans and that the agency can apply waivers or adjustments if necessary.
