County committee approves Bowie zoning ordinance amendments

Prince George's County Council’s Committee of the Whole on Tuesday, March 18, 2025, approved resolution CR 23 20 25 to approve the enactment of a City of Bowie ordinance (Ordinance 0125) amending Chapter 26 of the City of Bowie code to reflect changes required by the county's zoning ordinance rewrite.
County planning staff told the committee the action implements a statutory process in the Maryland Land Use Article that allows the district council to confer certain zoning powers to municipal corporations. "Section 25 3 0 1 of the land use article authorizes the district council to confer the exercise of certain powers of the district council upon governing bodies of a municipal corporation within the Prince George's County portion of the Maryland Washington Regional District," said Reina Hightower, who gave the staff overview.
Hightower said the resolution would approve Bowie's repeal and re-adoption of Chapter 26, Article 2 of the city's code so the city code language aligns with the county'level changes made in CB 15 20 24. Hightower directed members to a letter from the City of Bowie in the committee's virtual binder (page 4) and the full text of the resolution and city ordinance (pages 6'89).
A sponsoring council member said the staff summary "read exactly what I was going to share," and characterized the measure as ensuring the City of Bowie's code reflects the county ordinance language. A motion recommending a favorable committee recommendation was moved by an unnamed council member and seconded by Council Member Harrison.
On the roll call vote the chair and council members present registered their support; the clerk announced the motion carried with 10 in favor. The committee did not record any amendments or conditions to the approval.
The committee concluded with scheduling reminders: the Health and Human Services and Public Safety Committee will meet at 2:30 p.m. in Room 2027; PHED committee will meet Thursday, March 20 at 10 a.m.; and the council's regular meeting schedule for the week was confirmed.
