Bay County approves rezoning for 0.8-acre parcel on Panama City Beach Parkway to C3; applicant seeks access from Highway 98

The Bay County Board of County Commissioners voted to approve POZCA 20250006, a request to rezone a 0.8-acre parcel at the northeast corner of Panama City Beach Parkway and Paradise Boulevard from C2 (Plaza Commercial) to C3 (General Commercial).
County planning staff told the board the parcel has a general commercial land-use designation and meets the minimum bulk requirements for C3 zoning under the county's land development regulations. The Bay County Planning Commission had previously reviewed the request and recommended approval. Staff said one nearby homeowner association representative spoke in favor at the planning commission hearing, while the property owner raised concerns about a potential driveway location off Paradise Boulevard.
The applicant, Daniel Fields of FNF Pools, told the board his business intends to use the site as a pool showroom and showroom-related operations. Fields said he and the HOA president had agreed that a side entrance from Paradise Boulevard would not be desirable; instead, Fields said he was working with the Florida Department of Transportation on traffic surveys and a possible turn lane on Highway 98 (Panama City Beach Parkway) to provide access. Fields added that much of his business requires truck deliveries and that access designed to avoid interfering with the neighborhood would be preferable.
Planning staff confirmed that any connection to the private road within the Paradise Cove subdivision would require permission from the homeowners association; regardless of access location, the front setback for the site is measured from Highway 98 because it is the higher-functioning arterial roadway.
The board approved the rezoning by roll-call vote after a motion and second.
