Ellis County appoints library board member and approves $10,000 to start library operations

The Ellis County Commission on March 18 reappointed Alicia Hammerschmidt to the Ellis County Library Board, setting her term to expire April 30, 2029, and authorized $10,000 from contingency to help the board begin operations in 2025.
Benjamin Domi, president of the Ellis County Library Board, presented the board’s initial funding request. The board asked for $15,000 to cover startup items through 2025: QuickBooks or accounting software ($367.50 quoted), training, attorney review of bylaws and governance (the board identified a candidate attorney with an hourly rate of $300 and estimated an initial amount of legal work), and miscellaneous office costs.
Domi said the library district’s property-tax levy does not begin to generate revenue until January 2026, leaving the new board without tax receipts in 2025. Commissioners said they were willing to advance $10,000 from contingency now to help the board cover immediate start-up expenses and invited the board to return if additional funding is needed later in the year.
The commission’s appointment vote and the contingency transfer both passed 3-0.
What this means: The board can begin basic administrative operations and obtain accounting software and limited legal review while the library tax levy comes online in 2026. The board may return to the commission later in 2025 if legal or startup costs exceed the initial allocation.
