The Lamar City Council accepted the Wastewater Treatment Plant Facility Plan on March 18. The plan, prepared by Goldman Ling, outlines multiple system changes including construction of the Wells NICP lift station force main, an anaerobic industrial pretreatment system, expansion of the west treatment facility to handle all wastewater, and demolition of the majority of the east treatment facility site.
City staff said the proposed project is intended to keep the city in compliance with its NPDES discharge permit. The administration stated that costs would be funded through municipal bonding and repaid through customer sewer rates and industrial agreements currently under negotiation.
Council members clarified that accepting the facility plan does not commit the city to construction. A council speaker asked whether the accepted plan is the city’s proposal to the Iowa Department of Natural Resources; staff confirmed the plan would be submitted for DNR review and that review could take approximately six months, with subsequent design and bidding phases before any construction would begin.
A motion to accept the facility plan carried by voice vote. Council directed staff to submit the plan to DNR and continue negotiatons on industrial agreements and financing options. Council did not approve contract awards or construction at this meeting.
