Board redesignates ARPA funds for Fertile project, approves recruitment to fill finance director role

Polk County approved a resolution redesignating previously committed American Rescue Plan Act (ARPA) funds to reflect a prior commitment to the City of Fertile for the Agassiz Environmental Learning Center project and then authorized advertisement to recruit a finance director.
County administration explained the Fertile agreement, originally timed to be completed by Dec. 30, 2024, was not finished and the funds remain with the county. The board adopted Resolution 2025‑19 to reclassify the previously committed ARPA dollars as eligible sheriff’s department expenses (to clean up audit reporting) while continuing to work with Fertile and other local recipients; county administration noted it will return with a final accounting as remaining items are closed.
Separately, the county administrator asked the board to approve recruitment to fill the finance director position. Commissioners approved posting the job and proceeding with recruitment; staff said hiring could take time and that any new hire might not be in place in time to fully support the 2026 budget process. The county will advertise the position, accept applications and report back to the board on candidates and timelines.
