Council approves first reading to extend city park rules to Plywood Trail section

The Lamar City Council on March 18 held a public hearing and approved the first reading of Ordinance No. 995, amending Chapter 46 of Lamar’s Code of Ordinances to apply the city’s park rules to the portion of the Plywood Trail that runs from Nipco to Merrill.
City staff opened the hearing and asked for public comment; none was offered. Council discussion focused on maintenance responsibilities for the corridor. Council members and staff said routine mowing and general park maintenance would be covered by the city, while larger repairs or sections that “wash out” would be covered from an existing endowment fund tied to the trail once the final accounting and contractor closeout occur, according to council remarks during the meeting.
The ordinance’s first reading was approved by voice and roll call; council members on the record during the roll call said “yes.” The administration recommended approval of the first reading at the hearing that council set on March 4, 2025.
Under the proposed ordinance language presented to council, the city’s park rules would apply to the identified Plywood Trail segment and the city would maintain and repair that portion, subject to the funding arrangements discussed during the meeting.
The ordinance will require a second reading before final adoption. Councilmembers did not receive public testimony at the hearing and indicated they would follow up with the finalized account number for endowment funds to pay nonroutine repairs.
