Polk County moves municipal highway funds into county account and awards base stabilization contracts

Polk County commissioners approved transferring $1.2 million from the county’s municipal state aid account into the regular county state aid account to fund county roadway projects, citing modest municipal project needs and a $1.8 million municipal balance.
County engineer Rich Sanders told the board the municipal account receives roughly $528,000 annually and that most large projects are now in the county (rather than the two larger cities, which manage their own work). The transfer will allow the highway department to apply the funds to rural resurfacing and reconstruction needs.
The board also awarded the base stabilization contract for two county routes (Casaw 48 and Casaw 51 segments identified in the bid documents). The low responsive bidder was William WMD Sopaniac, Inc. (Holdingford, MN) for $937,860; the county accepted the bid and authorized contract execution. Sanders said the cost is higher than earlier estimates in part because the project includes reclaiming the existing surface and hauling/stabilization costs.
Commissioners were advised that construction timing and project administration will follow standard county contracting procedures; the engineer’s office will manage schedules and site work.
