Monterey Market to retenant former Walmart at 7025 W. Main; committee approves sign modification with digital display limits

Monterey Market has agreed to retenant the former Walmart grocery and pharmacy at 7025 W. Main St., and the committee approved a minor modification to the property's detailed plan development to permit a revised monument sign with a digital display component.
Department of City Development told the committee the building will remain largely unchanged and Monterey will operate a full-service grocery; two additional commercial spaces will be available for restaurant or office uses. DCD said the modifications under consideration were limited to the monument signage along North 70th Street.
Monterey's representative described the planned sign as an ultra-high-resolution LED panel with automatic ambient-light adjustments and sensors to reduce nighttime brightness. DCD and the Department of Public Works negotiated conditions that staff said would mirror the city's base zoning standards for on-premise electronic messaging: messaging limited to on-site content, image dwell time not less than eight seconds, and no animated motion beyond the still-image transitions.
Plan Commission unanimously recommended the modification at its March 10 hearing; DCD recommended approval with the DPW-proposed limits. Aldermen across the committee praised Monterey's expansion into the district and said the sign change was intended to make the store more visible from a corner that had limited sight lines near a gas station. The committee approved the minor modification and the Monterey Market reuse by voice vote with no objections.
Monterey Market said the location will be its third store; DCD said the company will continue community outreach and comply with detailed plan conditions during building retenanting.
