Polk County approves Main Avenue sidewalk LAP, Tri County HATCH amendment, Daugherty Park engineering and Circle B Bar Reserve grant; ratifies payroll and other

The board approved a FDOT Local Agency Program agreement for Main Avenue sidewalks, extended and increased funding for the HATCH behavioral health program, authorized an engineering services agreement for Daugherty Road Park, accepted a $200,000 state grant for Circle B Bar Reserve with a $200,000 county match, and ratified payroll and invoices.
Polk County commissioners approved a package of routine and project-specific items at their March meeting, authorizing grant and contract actions tied to transportation, behavioral health, parks, and land conservation, and ratifying payroll and vendor payments.
Key actions approved by the board included:
- A Local Agency Program (LAP) agreement with the Florida Department of Transportation for the Main Avenue sidewalk project (Main Avenue between Cumbie Road and Reynolds Road). The county established $3,228,442 in special revenue grant funds for the project; FDOT's participation includes $3,100,293 toward construction and $128,149 for construction engineering and inspection services. Staff described the project as roughly 0.9 miles of 5- to 6-foot ADA-compliant sidewalk, crosswalks, and minor drainage and retaining-wall work. The board approved the agreement.
- Amendment No. 1 to Polk County's contract with Tri County Human Services to continue staffing and support for the HATCH (Helping Achieve Targeted Comprehensive Healthcare) program. The amendment extends program service dates and increases the contract cap from $850,992 to a total not to exceed $1,020,132, retroactive to Oct. 1, 2024 through Aug. 30, 2025. Tri County provides a case manager and housing specialist to assist reentry of mentally ill inmates from the Polk County jail, including benefit coordination, housing support and discharge planning. The board approved the amendment.
- A consultant services agreement with Inwood Consulting Engineers for design, permitting, survey and construction administration for Daugherty Road Park Phase 1. The one-time expense was approved not to exceed $736,759.10. The project will construct three artificial-turf multipurpose fields, restrooms and concessions, plus supporting infrastructure; staff said funding is available in the parks and natural resources CIP within the general capital improvement fund.
- Acceptance of a $200,000 Florida Development Assistance Program grant from the Florida Department of Environmental Protection for the Circle B Bar Reserve Pond Project (grant agreement P5028). Approval included a required $200,000 county match. Staff said the project supports planning, construction and trail/education amenities at the Circle B Bar Reserve.
- Ratification of payroll and vendor payments, including payroll checks numbered 03757 through 03770 totaling $12,932.72; 2,783 direct deposits totaling $4,153,508.20 dated March 7, 2025; wire and electronic transfers totaling $17,390,516.95 dated March 4'17, 2025; and invoice checks numbered 479,035 through 479,889 totaling $20,560,380.52 dated March 4'17, 2025. The board approved and ratified the payments and the minutes of the prior meeting.
The board also approved several appointments to lay boards and other routine consent items. Staff said design for the sidewalk project is complete and construction award is expected within months. All of the listed motions on these items carried at the meeting.
