Resident raises concern about Planning and Zoning alternate attending meetings with full membership

A Montezuma County resident told the Board of County Commissioners on March 18 that the county Planning and Zoning alternate has been attending meetings alongside all five regular commissioners, a practice the resident said may conflict with Colorado law.
Resident Mike Lynch of 21730 County Road S told the board, “The statute says that he only attends when 1 of those 5 are not there.” Lynch said he had raised the issue previously by email and public comment and expressed concern that the alternate’s attendance could “muddy the waters” of Planning and Zoning recommendations and potentially affect perceptions of impartiality. Lynch also said when the alternate sits with the regular five, the chairman does not vote, which can change how votes are tallied under Robert’s Rules of Order.
Lynch urged the board to clarify the practice and whether it aligns with statutory requirements. The board accepted the public comment and proceeded to the next agenda items; no formal action or response resolving the concern was recorded in the meeting minutes.
