City reports water treatment plant testing underway; staff expects partial online operation in May

City staff reported progress on the new water treatment plant and described tests and staff training now under way. Raleigh, a utilities staff member, said the contractor has scheduled training on the reverse osmosis (RO) skids and chemical feed pumps and that some training sessions begin immediately.
"In the next month here, they got a bunch of training set up for us, to go through with the RO skids, the chemical feed pumps," Raleigh said. He said the contractor finished work in the reservoir and the plant will return to normal operations on the high service pumps as testing continues.
Raleigh told council members testing will include pressure testing and putting water through systems to confirm operations. He said staff aims to have the system ready for initial online operation in early to mid‑May: "I'm thinking around that May 1, May fifteenth." Raleigh also said plant staff will continue hardness testing at the plant and that staff plan to meet with local softener companies to determine thresholds and homeowner guidance.
Council members and staff noted the testing phase has produced occasional discolored water complaints, and Raleigh said changes to pump routing and continued testing should reduce those instances. Staff characterized the current pay application as a small drawdown because much of the plant work is in the testing phase.
No formal council action beyond approving the pay application was taken for the plant during the meeting.
