Bond projects underway at Heartland High, HVAC and exterior work planned; sinking fund renewal timeline noted

District facilities and administration gave a bond-and-capital-projects update at the March 17 Board of Education meeting outlining near-term construction and maintenance work.
Site and building work
- Heartland High School: Contractors have begun earthwork at the stadium site for a new team room, smaller concession stand, training/locker space and storage. The district said the structure is modest and aimed at serving teams, parents and community users.
- Building 51 (classrooms and offices): The district is replacing HVAC equipment, replacing carpet in some spaces and replacing a well at that site. Project submittals (lockers, brick, finishes) are under architect and construction-engineer review.
- Lakes Elementary School: The district plans a selective exterior wall replacement and will bid that project shortly. Facilities staff reported that earlier partial wall replacements (2018) are separating where metal connectors have rusted and require further repair.
- Cooling tower and crane logistics: A planned cooling-tower replacement was scheduled for spring break but state frost laws affected timing; the district said moving a crane may require weekend work if the state does not lift restrictions.
Schedule and risks
Staff said the contractor was slowed by frost laws in March, which delayed moving large equipment. The contractor has begun moving smaller equipment to maintain progress. The district manager said some work may need to occur on weekends to meet schedules if state restrictions persist.
Sinking fund and future bond planning
Administration reminded the board the district will need to start conversations about renewing its sinking fund later in the summer or early fall to ensure repair funding continues without issuing a new bond. The district said a sinking fund is the preferred mechanism to pay cash for repairs over time and avoid bond interest; staff will bring more information on timing and ballot deadlines.
Questions from board members
Board members asked about the long-term maintenance plan for aging buildings, sidewalk and parking-lot replacement costs, and potential future capital projects such as STEM or robotics centers. Staff said a master list of potential future projects is being maintained and that some items will require community input in advance of any bond request.
