The Hooksett Planning Board voted Monday to approve an amended major subdivision for property owned by Don Winerton at Prescott Heights and Smith Road.
The board’s action followed a public hearing and a review of an updated survey after the register of deeds declined earlier plans because the original 2010 surveyor was no longer licensed. Grant (Community Development staff) told the board the applicant repurchased two of the frontage lots created in the 2010 major subdivision, voluntarily merged them in 2012 and returned with essentially the same amended plan previously conditionally approved in November 2024.
“...the surveyor who did the 2010 subdivision is no longer a licensed surveyor,” Grant said, and the board heard that a new survey had been completed so the register would accept the plans.
The board first accepted jurisdiction of the application and then considered whether the proposal had regional impact under RSA 36:56. A motion that the proposal had potential for regional impact failed in roll call, with members voting “no.” The board then closed public comment and approved the findings of fact and the amended major subdivision application pursuant to RSA 676:4 II.
Conditions of approval were read into the record and include the town’s listed items 1–5, standard subsequent conditions 1–4 and three conditional items to be satisfied prior to issuance of certificate of occupancy. The applicant was told there were no impact fees for this application at the time of approval.
Motion and vote details are recorded in the minutes. The board approved the application in a roll-call vote with Jim Sullivan, Gabe Joseph, Mike Summers, Sheena Gilbert, Jared Williams, Paul Scarpetti and Chris Stellmack voting yes.
The board’s actions complete municipal approval of the amended major subdivision; conditions and required pre-occupancy items must be satisfied before final certificates are issued.
