Council holds hearing on proposed code changes for Central Connecticut Solid Waste Authority enabling ordinance; no public comment

The Hartford City Council held a public hearing Monday on a proposed amendment to sections of chapter 15 of the municipal code that govern the city’s membership and voting in the Central Connecticut Solid Waste Authority (CCSWA). Council members heard no public testimony on the item and closed the hearing.

Councilman John Gale read a summary of the mayor’s cover letter stating that the proposed ordinance would delete and replace sections 15-32, 15-303 and 15-34 of chapter 15 with a single, updated enabling ordinance provided to member municipalities by the Capital Region Council of Governments. The cover letter, as read into the record, said the new ordinance is intended to “update certain aspects of the ordinance and simplify the CCSWA membership and voting process and eliminate the need for further amendments of the relevant ordinance.”

No one signed up to speak in favor or opposition for item two, and after three calls for speakers the hearing was closed with no public comment. Councilman Gale did not record any final vote on the ordinance at this meeting; as with other introduced ordinances, the matter will proceed to the appropriate council committee for additional review under the council’s standard ordinance process.

Because the hearing drew no speakers, the council did not take further action at Monday’s meeting. The council’s stated process is that introduced ordinances go next to committee (in this case the Planning, Economic Development and Housing Committee) for consideration and possible amendment before any final council vote.
