City manager reports $300,000 MTC grant, ARPA uses and city services updates

At the March 17 Albany City Council meeting, the City Manager updated the council on several ongoing programs and recent grant developments, including a $300,000 grant recommendation for the Pierce Street–Cleveland Bikeway Connection and continued use of American Rescue Plan Act (ARPA) funds for community services and business resiliency.
The City Manager said Albany received 'a little over $4,000,000' in ARPA funds that have been directed at community services and business resiliency. Staff confirmed last week the Pierce Street–Cleveland Bikeway Connection project was recommended for a $300,000 grant through the Metropolitan Transportation Commission (MTC) Climate Program; those funds will support planning and conceptual design work.
On building-safety programs, staff reported that the city's soft-story retrofit program (an ordinance adopted by the council) is underway. The City Manager said one fourplex on Caine's has already completed work and seven buildings have received building permits for retrofit work; owners must pull permits for tier-1 buildings by Oct. 15.
Staff also reminded residents of seasonal and operational items: the Sunburn catalog listing summer camps and classes has been distributed online and at city facilities; the Friends of Albany Park cleanup will focus on the community center on Saturday, March 22 from 9 a.m. to noon; and Waste Management will begin replacing recycling and trash carts for all residential locations starting March 31 (residents should have received mailed postcards). For cart-rollout questions, staff provided the waste vendor's local contact (wastemanagement@albanywm.com and a local phone number).
The City Manager noted an Earthquake Brace and Bolt grant program (referenced as the California Residential Mitigation Program) offering up to $3,000 to retrofit homes; the local application window was open through March 26.
During follow-up, a caller asked about paper copies of a city satisfaction survey; staff said paper copies are available upon request and can be mailed. Another commenter asked about the status of a federal gas-line decommissioning grant; the City Manager said staff is coordinating with Department of Energy staff and has accessed the grant portal, invoiced for costs to date and currently expects the project to remain funded through the original grant source unless circumstances change.
No formal council action was required on these informational items; staff indicated follow-up communication will be provided where appropriate.
