Crescent City Housing Authority board adopts five-year PHA plan for FY starting July 1, 2025

The Crescent City Housing Authority board of directors unanimously adopted Resolution HA2025-01 on Monday, approving the agency’s five-year Public Housing Agency (PHA) plan and required certification for the fiscal year beginning July 1, 2025.
Housing Authority Director Megan Miller presented the plan to the board during a public hearing, describing goals that include expanding the supply of affordable housing through full utilization of project-based vouchers (PBVs), implementation of federal program changes required by HUD, and increased outreach to partner agencies and residents.
Miller told the board the agency’s mission is “to provide safe, decent, and affordable housing opportunities to all qualifying families and individuals. We are committed to meeting the housing needs of our community in a manner that is responsible, respectful, and professional.” She described steps to improve voucher utilization across identified PBV projects — Valhalla Pacific, Legacy, Battery Point and Harbor Point — and to pursue the remaining 35 PBVs the authority has available.
The director reported past accomplishments from the prior five-year plan: the authority achieved full utilization of 40 mainstream vouchers, full utilization of emergency housing vouchers, and partial utilization of several PBV commitments (27 of 30 at Legacy as of April 1, 22 of 25 at Valhalla Pacific, and utilization of vouchers at Battery Point and Harbor Point developments). Miller also told the board the housing authority’s waiting list included 530 applicants as of that afternoon and estimated about 30% of applicants were from outside Del Norte County, factors that will lengthen wait times for in-county households.
Board members asked about Veterans Affairs Supportive Housing (VASH) voucher utilization; Miller said the local VASH program had improved and reported 16 of 28 vouchers in use. The board thanked staff for the work on partnerships and program administration.
Board member motioned and the board adopted Resolution HA2025-01 approving the five-year plan and certification. The clerk recorded the vote as unanimous: Board member Dooley — yes; Board member Greenough — yes; Board member Tinkler — yes; Vice Chair Wright — yes; Chairman Altman — yes.
The housing authority will publish the plan using the HUD template and follow the annual-plan process that reports progress on the five-year goals.
