Council awards Division Avenue water main replacement contract; Ottawa County to cover 43% under payment agreement

The Wyoming City Council awarded the contract for the 2025 Division Avenue Water Main Replacement Project and approved a construction delegation and payment agreement with the Ottawa County Road Commission confirming Ottawa County will cover 43% of the project cost.
Staff described the project as a consolidation and replacement of three existing water mains beneath Division Avenue between 30th Street and 40th Street — one main dates to the 1940s, another to the 1950s and a third to the early 1980s — into a single modern transmission main with new service lines. Because the roadway will be opened for the replacement, the project also includes repaving, sidewalk and curb repairs where service lines are replaced, and replacement of street lights in the corridor.
Council members were told the work will take most of the construction season (spring through fall) and that the road will remain open to local traffic during construction, though lanes may be restricted at times and some driveways may be temporarily inaccessible during work immediately adjacent to them. "The road will remain open to local traffic… it may be down to one lane in one direction and maybe one or two in the other," a staff speaker said.
The motion to award the bid for the Division Avenue project carried on a roll call after the bid presentation. The council also approved a separate agreement authorizing the city to oversee construction on the county portion of the project and documenting Ottawa County’s 43% share of costs; staff said Ottawa County plans to issue bonds for its portion of the third transmission main in April.
Staff said the combined approach — city oversight of construction and a county payment agreement — is intended to streamline construction and ensure coordination across jurisdictional boundaries. The council approved both the contract award and the payment agreement in the same meeting.
The project schedule, traffic management plans and final contract documents will be posted on the city’s Public Works project page and the city will coordinate outreach to businesses along Division Avenue about expected impacts and access during construction.
