Hawk told the council Parrot had implemented a new customer ticket system across public‑facing departments, revised policies and procedures for water, sewer, streets, sanitation and utility billing, implemented new on‑call procedures, organized surplus work, and started regular reporting to quantify Public Works’ outputs. Hawk said those changes and Parrot’s project management led to his decision to appoint her interim public works director.
Parrot thanked the council and emphasized department accomplishments during winter storms and recent high winds. She credited street and utility crews for clearing roads during an ice event, responding immediately to a transformer failure on 29th Street and supporting fire operations during a busy wind event. Parrot noted the public works team executed emergency sewer replacements and main line repairs and praised supervisor Chris DeRoy for project execution.
City staff also reviewed several public‑works initiatives on the agenda: a “clean sweep” bulk‑trash program running April–June (each ward receives a designated week for one free curbside bulk pickup during the three‑month period, with size limits consistent with the city’s bulk rules), volunteer hydrant painting supported by UCO and neighborhood watch volunteers, and flooring and upgrades at the senior citizen/activity center. The MSA approved a blanket purchase order of $11,000 for required water testing (Eurofins) to cover the second required test of the fiscal year.
Parrot will serve on a 24/7 on‑call rotation in the interim director role. Councilmembers thanked public works staff for recent service and noted increased visibility of street crews (sweeper, pothole work, leak responses). No formal council vote was required for the interim appointment; the announcement was made during director reports.
Parrot said residents should expect continued follow‑up on ongoing maintenance projects and encouraged the public to use the new ticketing system for service requests.
