Council approves temporary changes to overtime accrual rules for supervisors amid heavy sewer inspection workload

Maumee City Council approved emergency amendments to three personnel ordinances to allow temporary changes in how some supervisors accrue and are paid for overtime. The changes affect administrative support, management and director ordinances and were described by city staff as a short-term response to heavy inspection workloads tied to the sewer program.
City Administrator Dr. Birch explained the rationale: some supervisors working on sewer inspections and lead-service-line work have been working extended hours but, under existing city ordinances, do not begin accruing comp time until working thresholds of 45, 50 or 55 hours depending on classification. The temporary change lowers the accrual threshold to 40 hours (hour-for-hour comp time) for affected supervisors for a trial period so employees can earn compensatory time rather than bank unpaid overtime that would later be paid out at higher rates.
Dr. Birch said the ordinances also permit the city to "buy out" accumulated comp balances at the current year's wage rate rather than letting balances grow and be paid at higher future wage rates, which the administration said would reduce unfunded liabilities over time. "We're trying to get those things off the books," Dr. Birch said.
Council members expressed support for the measures with several recorded 'no' votes on emergency declarations or approvals. Council voted separately to declare emergencies and then to approve: Ordinance 009-2025 (amending management and supervisory staff compensation rules), Ordinance 010-2025 (amending administrative support personnel compensation rules) and Ordinance 011-2025 (amending director compensation rules). At the meeting some council members voted against the emergency declarations or final approval of certain ordinances; recorded 'no' votes were entered for Councilman Lineback on one or more of the votes and for Councilwoman Kleinbeck on at least one recorded vote, as shown in the roll calls.
Administration said the changes were temporary and targeted to supervisors who are "doing yeoman work" on sewer inspections, and that staff will return to normal staffing and compensation practices once workloads permit.
