Committee backs extension allowing nonconforming Central SoMa parking lots to operate through 2026

The Land Use and Transportation Committee on March 17, 2025, recommended forwarding an ordinance that would permit existing nonconforming public parking lots in the Central SoMa Mixed Use Office (CMUO) and Mixed Use Residential (MUR) districts to continue operating through Dec. 31, 2026, and to seek conditional-use authorization thereafter.
Madison Tam of Supervisor Dorsey’s office told the committee that several operators discovered they were no longer permitted under the current code upon seeking permits and that some sites had been erroneously approved in the past. Tam said the ordinance balances flexibility for lot operators with future planning review by allowing a time-limited continuation and potential five-year conditional-use extensions subject to Planning Commission approval.
Audrey Marloney of the Planning Department said the Planning Commission heard the item on March 6 and voted to approve the ordinance as proposed. The committee noted that parking lots generate a city tax and can activate lots that otherwise might be vacant pending development; Supervisor Dorsey’s office requested the committee move the item forward to allow operators to proceed with pending SFPD permit hearings.
Chair Melgar moved to send the ordinance out of committee with a positive recommendation as a committee report. The committee recorded three ayes (Vice Chair Chen — I; Member Mahmood — I; Chair Melgar — I) and the motion passed. The ordinance will proceed to the full Board of Supervisors for consideration.
