The Village of Lombard Plan Commission on March 17 recommended that the Village Board approve a conditional use to allow a daycare at 55 West 22nd Street (petition PC 25-07). The commission voted unanimously to forward the recommendation, subject to five conditions in the staff report.
The petitioner, a representative of Smart Start Academy, told the commission the proposal would convert about 6,000 to 7,000 square feet on the buildingfirst floor into a child-care center serving children from 6 weeks to 12 years. The petitioner said the operator already runs locations in Plainfield and North Aurora and that the center would provide local child-care capacity and jobs.
Anna, planning-division staff, said the property is zoned O (office), and day-care centers are conditional uses in that district. The IDRC (interdepartmental review committee) reviewed the petition; the fire and building divisions issued comments that the petitioner must address during permitting. As part of the proposed layout, the petition would convert 10 existing parking spaces on the west side of the building into a fenced play area with playground equipment. Staff found the petition compliant with conditional-use standards and recommended approval with conditions.
Commissioners questioned circulation and parent drop-off/pick-up logistics and queried whether an exit point would conflict with the proposed play area. The petitioner said the emergency exit would remain separate from the fenced play area and that required egress windows and other building improvements would be made. The commission's motion, made by Commissioner Johnson and seconded by Commissioner Sweetser, recommended approval to the Village Board; the Board will consider the petition at its April 3, 2025 meeting.
The approval is conditioned on the five items listed in the staff report and on the petitioner addressing building- and fire-department requirements during permitting.
