Village board approves consent items, paving and seal-coating contracts, and adopts 2025'2030 recreation plan; authorizes trail grant application

The Menomonee Falls Village Board on March 17 approved a set of routine items and several construction-related contracts, authorized a state grant application for a trail connection and adopted the village's 2025'2030 Comprehensive Outdoor Recreational Plan. Consent agenda Village Clerk Amy Dishinger read a set of consent items that the board approved unanimously. The items included bill approval for February 2025 in the amount of $27,689,917.35 and multiple liquor and unenclosed premise permit applications for community events and businesses; trustees approved the consent agenda on a motion by Trustee Sewell.

Grant application authorization (Pershing Avenue to Bugline Recreational Trail) Trustee Kress moved and the board authorized staff to submit a state outdoor recreation grant application for the Pershing Avenue/Veil connection to the Bugline Recreational Trail. The proposed project estimate in the presentation was approximately $177,233.75; the grant program requires a 50/50 match, meaning the village would be responsible for half of the final project cost if awarded.

Paving contract award Trustee Katie Cross moved to award the 2025 asphalt paving program (Project No. 41259-3) to Stark Pavement Corporation. The board approved the award. The base bid in the packet was $1,369,447.72 and Alternate No. 1 was $127,753.48, for a combined amount of $1,497,201.20 (sum of base bid and alternate as presented).

Seal coating and flux patching contract award Trustee Cross also moved to award the 2025 seal coating and flux patching program (Project No. 41250-92) to Struck Erwin Paving Inc., with a base bid of $443,684.50 and Alternate No. 1 of $169,509.28 for a combined award of $613,193.78.

Adoption of Comprehensive Outdoor Recreational Plan (2025'2030) Trustee Tada moved to adopt the village's 2025'2030 Comprehensive Outdoor Recreational Plan; the board approved the resolution unanimously. Trustees said the plan incorporates public input and will allow the village to pursue grant opportunities, including the 50/50 matching grants referenced earlier for trail projects.

Closed session for collective bargaining strategy Trustee Tager moved and the board convened in closed session under Wisconsin Statutes '9.85(1)(e) to discuss negotiation strategy related to collective bargaining with the Menomonee Falls Police Association, Local 313, and the International Association of Fire Fighters, Local 3879.
