The Jackson Town Council on March 17 unanimously adopted three resolutions to update employee policy manuals covering general employees, transit-related employees and victim-service employees.
Staff presentation: Riley (staff) and Maxine (staff lead) said the manuals incorporate roughly 500 staff hours of review and that they located three small edits in the packet they recommended before formal adoption. The recommended edits focus on operational guidelines and clarify that the town manager 'or the manager's designee'may approve operational guidelines and that transit-related policy must also reflect Federal Transit Administration (FTA) grant requirements.
Why it matters: The manuals consolidate the town's personnel policies, remove inconsistencies with current practice and add federal-compliance language for transit staff paid with grant funds.
Council action: The council approved the following resolutions without dissent: adopting the general employees policy manual with edits 1'through 3 (Resolution 25-05); adopting the transit-related employees policy manual with edits 1'through 4 to reflect FTA requirements (Resolution 25-206); and adopting the victim services policy manual with the recommended edits (Resolution 25-07). Council members thanked staff for the extensive review and noted the work would be followed by training and outreach to departments.
Quotes - "We did find just 3 small areas in the policy that we wanted to update before adoption," staff said during the presentation. - "Very much appreciate the staff's work on this," Councilman Schechter said after the motion.
Ending: Staff said the town will follow adoption with training sessions and informational materials, including videos, to help employees implement the new policies.
