McCall reported roughly $42 million in general-fund program oversight with about $16 million remaining to be expended for the fiscal year (he noted final bills and purchases remain outstanding). Key maintenance and capital highlights he cited included improvements at Keopulani Park, Kula Park, Baldwin Beach Park dune restoration, Lahaina Recreation Center field repairs and the golf-course concession space abatement and reopening. McCall said the new concession restaurant at the municipal golf course had a soft opening the prior Friday.
In CIP work McCall described progress across island projects: the Lanai Youth Center and Skate Park were nearing completion with a grand opening and blessing scheduled (director said the skate park opening would be March 29 and the youth center blessing would follow later in the summer); War Memorial Stadium and gym upgrades are scheduled (bleacher repairs, scoreboard, sound system; gym work expected to finish in December); Lahaina Civic Center floor and AC replacement are underway and expected to finish by September; and the old Hana School renovations are moving into construction this summer after extended permitting and design.
McCall said the department has faced staffing losses and vacancies in CIP and maintenance coordinators; at one point the CIP team had five positions filled and had since lost two. He praised the work of the CIP team and said additional hiring and interviews were underway.
On program delivery, McCall pointed to recreation offerings including PALS (out-of-school care) growth since COVID, inclusive kayak programs, senior softball in partnership with Kaunoa, and ongoing maintenance responses to vandalism and daily operations. He also highlighted Molokai projects (playground, shade structures) and conceptual work for a new municipal golf-course clubhouse and community meeting space.
Council members asked technical questions about shelter ratings and project details. Pro Tem Tasha Kamal asked whether a gym project would reach a higher hurricane-shelter rating; McCall said he believed it was rated for Category 3 and offered to check and confirm details. Vice Chair Gabe Johnson and other councilors asked for written follow-up on Lanai staffing and PALS programming, and McCall said staff would provide written responses to a set of follow-up questions.
The committee closed public testimony for the parks item and deferred further action as staff worked on requested clarifications; there were no votes or formal actions taken during the presentation.
