Commission approves two-lot division on Tilden Street to allow infill homes

The City of Decatur Planning Commission voted to allow the division of one lot into two smaller infill lots at 120 Tilden Street, approving a special exception to the city’s recent 8,000-square-foot minimum lot-size requirement. The motion passed with a unanimous voice vote.
The application, filed by Rolando Lomas, seeks approval to replat an oversized lot into two lots of approximately 6,297 square feet each in a neighborhood zoned SF-2. Lomas told the commission he plans to build one-story single-family homes of about 1,450 to 1,800 square feet on each new lot.
Wayne, a Development Services staff member, explained that the city amended its minimum lot-size ordinance a few months ago to require 8,000 square feet, and that this property qualifies as an infill lot where a special exception can be considered to encourage housing within existing urban areas. Wayne said the proposed lot widths meet SF-2 zoning dimension requirements and that no other deviations are needed to develop the parcels. He also said staff notified 18 property owners and received no responses; staff recommended approval and entered the staff report into the record.
Commissioner Danny Cross moved to approve the special exception; Commissioner Mohammed seconded. The commission voted in favor with no recorded opposition and no abstentions.
The commission opened the public hearing at 3:44 p.m. for applicant comments. Rolando Lomas, who gave his address as 302 West Hostel in Decatur, said: "I'm thinking of building anywhere from 1,450 to probably 1,800 square foot homes on those properties." Lomas added the homes would be single-story. No other members of the public spoke.
Meeting records show the replat application was scheduled to appear on the city replat agenda for April 1, 2025. The commission noted the replat meets minimum survey standards as presented; staff flagged no additional deviations. The commission approved the exception with no conditions recorded.
