EDC A Board approves sponsorships and $150,000 streetscape contract; hears development updates

At the March 17, 2025 meeting the Balch Springs Economic Development Corporation A Board approved a series of sponsorships and a contract amendment and heard staff reports on capital projects and developer access improvements.

Actions approved by the board included: - Sponsorship: 15th Balch Springs Chamber of Commerce 2025 Golf Classic — sponsorship not to exceed $2,500. Staff said the sponsorship provides marketing benefits and eight spots on a golf team for city representatives. The amount was budgeted from advertising and promotion funds and is typically split with the Type B board. - Sponsorship: Best Southwest Red Summit (investor level) — sponsorship not to exceed $500. Staff said the investor level provides logo placement and seating for up to eight attendees; the city is rotating sponsorship costs with the Type B board. - Sponsorship: Balch Springs Day at the Capitol (marketing event) — sponsorship not to exceed $2,500. Staff described the event as a biennial outreach to state representatives to promote city projects and legislation priorities. - Contract amendment: Lothrop Landscape Inc. — streetscape and landscaping services for the Belt Line Road corridor, not to exceed $150,000. Staff said the work is part of the city’s CIP streetscape program and the proposed Belt Line work covers the corridor from Lassiter to Spring Ridge Lane, near the Comfort Suites/‘Amazon Village’ area; the city said ongoing maintenance will be by the city if the project is approved.

Board members moved and seconded each item and the board approved the motions by voice vote; there were no recorded negative votes in the meeting transcript for these items. For each sponsorship staff said the city commonly splits cost with the Type B board and has budgeted the A‑board share in advertising and promotion accounts.

During the reports portion of the meeting staff updated the board on multiple capital improvement projects, including completed sidewalk and streetscape work, ongoing intersection and signal projects with grant funding, planned Elam Road corridor engineering design (NCTCOG), a possible Belt Line lighting grant (TxDOT/HSIP) under consideration, and the Alexander Village developer access permitting work with Kimley‑Horn and TxDOT that staff said will take three to six months to complete.

No formal action was taken on the master-plan presentation for the Elam Road corridor; staff described that presentation as an informational briefing and said follow-up public meetings and regulatory steps will come later.
