The plan divides the corridor into four character districts — a gateway near I‑635, a Main Street section along Elam, a town-center civic anchor and residential infill areas — and outlines design and activation options intended to support walkability, civic gatherings and a regional trail connection. Branham emphasized the document is a visioning tool, not a regulatory code: “This isn’t a regulatory document. It’s a plan. It’s a visioning document, initially.”
City staff told the board the project began in the fall and has included stakeholder outreach with property owners and institutions such as Prosperity Bank. Staff said one large property owner contributing to the master-plan effort controls roughly 30 acres and has partnered with the city on funding for the study. Staff said the consultant team will brief the city’s Type B economic development board and planning commission before a public workshop tentatively scheduled for April 3 and a target city council adoption on April 28.
Board members asked about next steps if the council adopts the plan. Staff and the consultant said the typical follow-up would be a zoning overlay or ordinance amendments to translate the plan’s guiding principles into development standards; that zoning changes would require Planning & Zoning review and council approval. Staff also said the city has applied to the North Central Texas Council of Governments for engineering design funding for Elam Road and that the plan will include recommendations for funding mechanisms and potential capital improvements.
The board did not take action on the plan at the March 17 meeting. Staff described the presentation as an update and said no board approval was requested at this time. The city will continue stakeholder outreach, refine a preferred scenario, pursue engineering funding and present the plan for public comment and eventual council consideration.
