Bill to extend local prepaid mobile telephony surcharge to 2031 gets support from cities and local revenue groups

Assemblymember Rogers presented AB 330 to extend the local prepaid mobile telephony services collection act through Jan. 1, 2031. The author said the surcharge—an 80‑cent collection used by local governments for 9‑1‑1 services and other local revenues—has been extended previously without opposition and that non‑extension would remove a revenue tool from more than 100 jurisdictions.
Supporters included MuniServices, the League of California Cities, and representatives of multiple cities (Redwood City, El Cerrito, Chula Vista, Coachella, Pico Rivera) who testified that the extension preserves an important local revenue source for public safety and municipal services. MuniServices' representative said failure to extend would threaten the ability of over 100 jurisdictions to collect the surcharge during tight fiscal conditions.
No opposition witnesses were present. As with other fiscal items on the agenda, AB 330 was placed on the suspense file for the committee's fiscal calendar.
