Grove City forms 'Grove City Cares' committee to study small‑scale healthcare assistance

Council created the Grove City Cares Healthcare Grant Pilot Program committee to study options for locally funded assistance to help low‑income residents access medical, dental, vision and mental‑health services. Council removed a dollar appropriation from the ordinance so the committee can recommend a funding level after studying best practices and program design.

Councilmember Berry, who led the ordinance presentation, said the committee will “meet, and work through some of the issues, as far as what are the income level's going to be, how much are we gonna put, how much do they suggest putting into the program, and then that committee will then, come back to city council with a program and the appropriate funding level.”

Resident Ed Fleming, who identified himself as an employee benefits consultant, urged council to consider a larger, structural alternative and argued the larger problem is access to care: “The problem we have is access to care,” he said, and suggested the city look at a “group captive” insurance approach to pool employer and municipal purchasing power and reinvest savings locally.

Several council members said they wanted the committee to research national and local models, evaluate who the program would help and whether small monthly stipends would be effective. Councilmembers supported removing the appropriation while the committee studies design options. The ordinance creating the committee was approved by council; the committee will return with a recommended program design and a proposed funding level.
